Victor was born in Beverley on 8 Mar 1899 and baptised at St Mary's Church on 19 Apr 1899, the son of George Winter and Harriett (nee Mowthorp). George had been a farm worker but when the family moved to Beverley in the mid-1880s he became a tanner's labourer. Victor was brought up in Mill Lane, Beverley.

On enlistment in 1916 Victor was a resident of Hull at 40 Edgecombe St, Newland Avenue. Victor was a gunner in the Royal Field Artillery (TA) and served in 71st Brigade, C Battery. According to the Beverley Guardian of 28 Sep 1918 he had been at the front in France for two years. If so he was underage when he enlisted and was sent off to France. On 17 Sep 1918 Victor was part of the offensive in northern France that was slowly pushing back the German armies. He died of the effects of gas poisoning, gas being commonly employed by the Germans at this time. He was buried at the Terlincthun British Cemetery at Wimille. He was awarded the War and Victory Medals. He is commemorated on the Hengate War Memorial in Beverley and on the East Riding Memorial in Beverley Minster.

Two of Victor's brothers also died in France in 1918. Sergeant Harry Winter of the 2nd Yorkshire Regiment was killed on 6 Nov and Clarence Winter died as a POW in Aug/Sep.
