Frank Skinner was born in 1894 in Beverley, the son of Charles and Annie Skinner, of Saturday Market, Beverley. Charles was a saddler and Frank worked as a shoe maker and repairer.

Frank's attestation papers show that he signed on in the 2nd Battalion the East Yorkshire Regiment on 17 Feb 1916. Local historian Barrie Barnes in his book 'Known unto God' records that Frank sailed from Devonport docks on 19 Aug 1916 arriving in Salonika on 29 Aug, was wounded on 9 Oct, his condition deteriorated after he contacted dysentery and he died on 13 Dec 1916.

The Hull Times for Jan 1917 records that he was a member of Hull Kingston Rovers and well known in footballing circles, as was his brother Sgt Tom Skinner of the Royal Field Artillery. His death was reported in the Beverley Guardian on 30 Dec 1916 and a photograph appeared in Jan 1917. Frank was awarded the Victory Medal and British War medal. He is remembered on the Beverley St Mary's Church Roll of Honour, the Molescroft Village Shrine, East Yorkshire Memorial in Beverley Minster and on the War Memorial in Hengate.
