AdminHistorySculcoates Rural District Council was formed in January 1895 under the terms of the Local Government Act 1894. Hessle Urban District was formed out of part of Sculcoates Rural District in 1898. The Council functioned until 1935 when it was disbanded as a result of the Local Government Review Order 1935.

The area of the former Sculcoates Rural District was split, the civil parishes of Melton, North Ferriby, Sutton, Wauldby, Welton and much of Swanland becoming part of Beverley Rural District, the civil parish of Sutton becoming part of Kingston upon Hull whilst the remaining parts of the District west of the River Hull were transferred to the newly formed Haltemprice Urban District Council.

Sculcoates Rural District Council consisted of the following civil parishes: Anlaby, Kirk Ella, Melton, North Ferriby, Sutton, Swanland, Wauldby, Welton, West Ella, Willerby.
