DescriptionRefers to the case of a poor rate being raised for the building of a poor house but it was unfairly assessed on the inhabitants, which case was brought to the quarter sessions several times. The problem being Mr Occleshaw, steward for Lord Stourton 'in consequence of which every transaction respecting the Town's business could not pass into any Bye Law without being first approved by him', and he 'is not a very pleasant man to do business with contrary to his own opinion'.
