Herbert was born in Ohio, USA in 1897 the son of Wilberforce Todd, born in Yapham in 1864. Wilberforce emigrated to America in 1887, but returned to England and married Mary Hammond in 1891. Wilberforce and Mary returned to America, where Herbert was born. All three of them returned to England in 1901 living in Swinemoor Lane, Beverley, Wilberforce working as a bricklayer. By 1911 the family was living in Woodmansey, Wilberforce was the owner of a dairy farm. Herbert attended Woodmansey School from 1903, and on leaving school he was employed by his father until he enlisted in the Royal Engineers in Feb 1915.

Following his training, Herbert was transferred into the 104th Coy and embarked for France in Dec 1915 where he served as a driver throughout the war. He was awarded a good conduct badge in Jun 1917. In Jan 1919 he was admitted to hospital in France for 13 days where he was treated for an abscess on his right calf, after which he was transferred to the Graylingwell War Hospital, Chichester for 14 days, followed by 42 days in the Military Convalescent Hospital in Woldingham. He was eventually demobilised in Apr 1919 when he was considered fit enough to be a ā€˜Z’ Reservist.

Herbert was awarded the British War & Victory medals and the 15 Star.

In 1920, Herbert married Clara Alice Reed, of Grovehill Road. They had three children, Kenneth Herbert who died at the age of 2, Maisie born in 1924 and Norma born in 1929. In 1939 Clara Alice, Maisie and Norma were living at 16 Riding Fields Square, Beverley. Clara died in 1990, aged 93.
