Leo was born in 1883 in Beverley, the son of William and Mary Appolina Bulman, nee Sapcote. In 1901 Leo was an apprentice whitesmith in Beverley and became a burgess and freeman of Beverley in 1904. He married Ethel Richardson at the end of 1904 and by 1911 they had two children one of whom had died. Leo was then working as an assistant to the Inspecteur of Weights and Measures for East Riding Council.
Leo joined the 5th Battalion on 2 Nov 1914 and shortly afterwards travelled to Scarborough with his unit. On 13 Dec the German submarines bombarded the east coast including Scarborough and Leo was injured losing the use of his legs. He was discharged after leaving hospital on 21 Jun 1914. He was awarded the Silver Star.
Around 1920 Leo moved to Killinghall, Ripon and during that decade he applied for three patents for metal items he had developed, locks, ash trays and a music binder. Leo died in 1960 and is buried at Killinghall.
