Charles was born in York in 1893, the second of ten children, he was baptised in York in 1895 the son of Mark and Louisa Porteus, nee Elvidge. They married in Beverley in 1891, Mark was born in Escrick and in 1891 was a police constable in Beverley. By the time of the 1901 Census the family was living at Beckside, by 1911 the family was living at 123 Norwood, Beverley. Mark was employed as a general labourer and Charles was employed as a grocer`s apprentice but in 1913 he joined the Beverley Borough Police Force as a police constable. Charles married Hilda Hopper of Kirk Ella on 19 Dec 1914, their first child Millicent Doreen was born the 17 Apr 1915 while they were living at 84 Lairgate, Beverley.

On 3 May 1915 Charles joined the Coldstream Guards 4th Battalion on a short service attestation aged 22 and served on the Western Front. He received a scalp wound on 18 Nov 1916 and received treatment away from the front line. He returned to active service in Dec 1916. Charles was discharged from the Army on 10 Jan 1919 and returned to his previous occupation as a police constable in Beverley until 1925. For his service he was awarded the British and Victory Medals. Charles died in 1965.
