19 Jul 1884 reported for signing in the gratuity book without authority the names of ex PC Dawson and ex PC Clayton in each case as a receipt for the sum of two shillings for services rendered at the last municipal elections, that the case is surrounded by so many circumstances of such grave suspicion that it is not in the interests of the Force or the public that Mr Graham should remain in his present position but that he be afforded the opportunity of applying for some other position in the Force not so closely connected with the receipt of public money.
Removed from the office of Inspector and Chief Clerk in the Chief Constable's office and appointed as Inspector at Church Street Station, C Division, with loss of rent, coals, gas, librarianship and plain clothes allowance estimated at £35.0.0 per annum
