| Description | The earliest minute book of the Foreshores and Licensing Committee was missing on transfer and the date of formation of the committee is not known. The Borough Council purchased the South Foreshore from the Whitaker Brothers in 1914. Foreshores and Licensing Committee was responsible for the upkeep and improvement of the foreshore and the licensing of playing fields, sports clubs, street markets, street collections, open air meetings and foreshore entertainments. In 1968 the functions of the committee were divided between the Health (cattle market), Highways (cars, coaches, licensing) and Entertainments and Publicity (foreshore, boating) Committees.
